Hi, I had this same (sort of the same) idea yesterday when I read on craigslist of a $60K project site rebuild. I thought I could get together some people who knew their stuff (PHP, Design, blah blah) and apply for the job. The application for this contract job is due the 18th of december and I am ready to start building a resume with some other people to try to bid for the job.
